What are the specific requirements for a topic to get the "HOT" call out? How long will the "HOT" icon last?

It's a setting in the AdminCP. You define that!

The default is 10 replies in 60 minutes.

It's called "Popular Now" and probably better labeled as "Hot Topic" to keep it consistent.
