Ok so I have created a development site and uploaded the files, run the upgrade script which has completed without any errors however when I visit the forum or login to the ACP it looks like this;

Any Ideas?

We are currently working on issues in the upgrader, specifically related to themes.  The next beta should resolve this problem that some have faced.

 

Be sure that your upgrade installation had the correct upload_dir and upload_url values before you upgrade - many times clients take a backup of their live site and restore in a subdomain, but don't update those settings so ultimately the css paths and urls are wrong and won't load.
