Yes, that's entirely feasible. You can adjust permissions on a per-category basis (there is no requirement to have more than one category either if you don't want) to control who can add files, who can download files, who can view files, and so on.

This is very doable with the permissions system of Downloads:
It'll also give you greater control over all of your content, hosted directly on your community site. Members can follow the files for notifications, get updates if new versions are posted, etc.

All of my forum is locked-down for guests.
I recently added the 'popular contributors widget and when I test it as a guest profile then it displays and shows the names of members.
How do I change this so that it does not display?

That has helped me realise that it is just 1-2 of my forums that are displaying because read is set for guest.
Can't believe I missed that.
