It should be available for all members not just moderators as @jair101 said. I don't know if moderators have the time to read hundreds of posts, and recommendations based on ones opinion is pretty bad.
Should be based on likes, not a separate voting method
If this is intended just for staff is OK, but would like my suggestion too.

Maybe pinned topics should not be pinned in fluid forum view and act like ordinary topics.

Would be nice to add a check mark when requested details are provided. This way members are motivated to provide those details without needing to make them required.

1. When dismissed, what's the timeframe for the block to reappear? 
2. Is that a block that can be placed into any hot zone / sidebar / removed?
3. If profile is complete, is there a recognition of some sort? For example: green check mark, notification, Linvision bucks, or the new Starbucks unicorn frappucino? Kidding about the last two.  
4. Integrated into Activity Stream, profile activity, membergroup promotion, ACP commerce account activity? 
- "Joel updated his profile to 50% completion" 
- "Joel completed his profile"
5. Profile completion % is based off number of steps, and not number of actual fields to fill out? 
6. Has IPS been able to test on live communities to measure whether it's actually improved new member registration or profile completion? 

Yes. So if you allow Facebook log ins, then they will have to complete any required steps before they can access the community.

What do you mean? You currently can  sell products

Do not forget to add it as a filter in Acitivity Stream
Some additional ideas: Allow members to "Vote to recommend" and after X votes, the reply can be automatically recommended. I suppose @Kevin Carwile will make it available in the Rules app, but it would be nice to have it built in. The burden of selecting recommended posts shouldn't lie only on the shoulders of the moderators
