How i import RSS into my blog?

First off, what application are you using for your "blog system." Is this in the Blog application itself or are you using Pages, Forums, or something else?

The IPS Blog system.

When I try to import an RSS, only the Forum options and Pages templates appear.

Could contain: Text, Computer Hardware, Electronics, Hardware, Monitor, Screen

Please see the following guide on how to allow a member group to import an RSS feed:

 

Then as a user, you would go to your Blog, click Manage -> Atom/RSS Import:

Can the RSS Feed imported into the Blog automatically set an image as the main one?

If the RSS feed has an image it gets imported and added at the start of the entry's content. Other than that there are no settings to change how or where it's included. You'd need a custom modification for that.
