Make some topics visible to all users.

The problem is that not all users select to see all forums ( categories ). I posted something this week that I wanted EVERY user to see but some had opted out. I could merge all forums into one but that sort of sucks also.

I also worry that users accidentally select one forum and do to realize they are only seeing a portion of the whole site. Especially in mobile.   ( Smarter users would be great but that is another topic)

Maybe a mass reset button that assigns all forums to all users? Of a forum that can not be unselected? Ideas?

It sounds to me that the easiest thing would be to have some forum/s that are open to all members and then you post the content accordingly. I'm not really sure I'm following what you wrote correctly though.

Using an announcement to post it at the top of the page, or even an alert to alert users to a post, may well be a good way to achieve what you are looking for there

Announcements is a core software feature that has been around for some time:

Since I am the only admin I never really use the mod page but now I see that I should be.
