When i create a category, it's showing 403 page. Is this related with module "modsecurity"?

I remember before never seen this from version 4.6. How to fix this?

It could well be, yes. I would disable that first of all, and then check again. Also check your server error logs, as it will likely tell you why its being blocked. Mod Security is the most likely cause I would think.

This is because the code, it is need off "ModSecurity" ?

ModSecurity Log would tell you which rule was triggered

Did you disable it at all or only a specific rule?
