How can add one more primary group? Move one admin (from administrator) to another primary (root admin)?

There can only be 1 primary group per user.

These are just groups, you would change the group by editing the user in the ACP.

I saw but i can not move user from administrator to root admin ?

You would not be able to move your own account. This is to prevent you from changing it to something else that is not unrestricted.

What you could do of course is just change the name of the administrators group to root admin, then create another admin group for others
