Stuck processes

I went into Database settings under pages, and turned these two buttons on

Ever since, I have this in admin cp

If I try to run manually I get this error

Please ensure first of all you are running the latest stable release. Once you are, please check you are also only running stock htaccess files, as it appears you have a redirect issue there somewhere

I was going to upgrade once 4.7 is out.

htaccess file is just standard rewriting from Invision mainly.
