hello their is any way to ban mac address of user so he can't register again, 

basically i am facing issue some one create account again and again with new vpn ips and invite my premium members to their forum and also buy vip accounts again and leech my vip stuff again and again i am tired of this 

or is this any way normal member can't send message to vip groups they only send message to normal group or admin group

Sorry, there are no means to ban a mac address. 

You can disable message permission to your default member group and then automatically promote them to a different group on making x approved posts through group promotions:

but new member also send message for purchasing the vip , their is no way i set member group only send message to admin group

You may wish to use an automated payment process in Commerce so an individual does not need to message or you could use the Contact Us form for users to reach out to administrators.

I had similar issue because of the nature of community I run. I just ended up blocking 80% of proxies on our site and I keep updating the list. Block the ASN of known proxy software's.
