Is there a way to enable a forum to have topics started by anyone; but only have the person who started the topic able to reply to that particular topic?

But it will also prevent users from seeing other people’s topics. 

There's a pluign in Marketplace:

 

Only topic author and staff (admin and mod from the topic forum) will be able to reply.
