How do i create a menubar at the top of the page like here?

ok i think i managed to get it to work - i didn't put it at the top just made a block - added it above forums. But to get the block to render properly i had to add the css to my custom css in the theme - Is there a way to set the css for a block? so you don't have to manage it from two places?

also looking how do i make the selection "active" once you get to the link you clicked?

when ever i click a link it goes to the desired place but doesn't stay selected like below...
