This app isn’t available for sale for years. It isn’t supported anymore.

33 there means IP.Board 3.3.X, but yes, maybe he's confused with the version.

Probably - he has just upgraded from 3.x, so the old "I needed a plugin then so I need a plugin now" fever is in play
