I'm interested in exploring this idea and would like to know if it can work in the way I am thinking

 

I run a beekeeping forum. It has a need for guests (who have no intention of joining the community) to leave contact details to members so that they can get swarms in their local area collected.

So I'd like to add in a location required box
I'd like the content to be posted in a members only accessible forum or better still a club, not sent via email
There may need to be some form of spam control

Possible? If so how is it done? If its not out of the box, what component is used to create the question popup?

That's not part of the IPS software.  

Your best path is to use Application Forms by @Fosters where guests can submit a form with their location (Eg. zip code), and the form's content can be posted in a forum.

I was wondering about this ask a question also. Would be nice if it was part of IPS and created a support ticket if you have commerce.
