Moodle in combination with an IPS4 SSO Bridge 

Its probably not the best solution because it won‘t share the same Design and User Experiance if you dont want to make Moodle look like your IPS Installation , but it shares the same userbase so people dont need to create  2 Accounts and login 2 times .

Another advantage of this solution is that you can use all the moodle plugins ( > 1000000 https://moodle.org/plugins/ ) which is a huge benefit if you need a prof. E-Learning Solution
