url submission in downloads

I have 500 MB rar file in google drive,...

I want to submit a url -  Where is the option to submit url in a category

You must activate it in the member groups settings for each member group!

I'm pretty sure it's the membergroup setting "Can submit URLs?

It's an option when you choose to add a new file. The should be a button called "Add files by URL". You must choose a category first, at the submit screen the option should be available for all user groups with the right permissions.
