Hi Guys,

 

Is there a knowledge base we can provide to NORMAL users (not admin) to help assist with understanding the various features of the IPS? i.e. understanding community reputation, how to use reporting system, editing profile, etc.

Nope. You would need to set this up yourself, e.g. with Pages or any of the many FAQ/Help modules available on the Marketplace. 

Among which are @opentype's own Superhelp templates.  These templates are great for devising help sections, and since the Invision suite is constantly evolving and including new features, the onus is on Admins to highlight pertinent features for their members.
