This is somewhat of a complaint, not a full out one though. Just to bring attenton to the fack.
In the Tracker section for the New IPS website, I noticed there are many reports that no Staff member has bothered to look into. I reported a pretty annoying one, and its been almost 2 weeks and no staff have looked at it.
I also noticed that almost every report in there hasn't been investigated.
I know that the Board is more priority, but the website has some problems that need to be fixed.
We are moving the site from flat files to CCS so those bugs will be fixed then :)
There are only so many people working on tickets at a time. Patience is key when a major product is released, and there are thousands of people who use IPS' products. They are trying their best to get everything done. There are also some things that are higher priority to take care of than others. In time things will be fixed for the most part. It just takes patience.

It's a random error, as you said. Refreshing and downloading again will work fine. I've investigated that issue before, but was never able to track a cause and marked it down as some server oddity.
It doesn't stop you from accomplishing what you are trying to do. :)
They've acknowledged how they are approaching things. :)
