Not that it *really* matters but "nor" is used with any negative, not just "neither", so the use of "nor" in that sentance would be justified as it would be preceded by "not". It would need to be: This forum is neither read nor monitored by our administrators or moderators. Obviously the word "nor" can be used in other contexts, as you illustrated.
