JS Skin Abstraction

Customer noted the following areas should be abstracted so they are easier to skin (and so they can be customized on a per-skin basis in the case of the RTE for example)

The RTE Stylesheet is not setup to work on a skin-by-skin basis. Please modify IPB so it is FULLY skinnable via the skinning system. There are javascript pages such as the Upload System on "New Topic", the yellow highlight I see when I add a comment to a friend, that I cannot customize via the skinning system.
