whenever i click the link to make the upgrade notice go away, it just brings me back to the admincp login.

This has been reported as a bug already, and it's not really a bug - we're redesiging our download center, and in the mean time, the upgrade notices can't be relied upon for 2.2 RC stages. :) It will be fixed before 2.2 goes final, but it's not really IPB - it's the notification script and how everything has been changed.
