The lower settings always takes precedence. If a group must wait 60 minutes to bump from the last bump and the other must wait 30 minutes then the user will have to wait only 30 minutes.

Is it possible to show bumped posts in domain.com/discover/ and /discover/unread/ ? 

Yes, it should be. I have this fix on my list for the next release. I've just been so busy that I haven't gotten to it yet 

I disagree. Reputation points can easily be cheated. User can create accounts just to give reps or can have their buddies giving reps in useless things all the time.
Increment user post count can be controlled by the admin. He can, for example, disable it in off-topic forums, or even make it require approval to see if it worths to be approved, and then added to the post count.

Someone else very recently already mentioned the activity streams too, I have an idea on how to fix that. AS uses the search index so I need to update the time in that table too, unlike 3.4 that loaded the data directly from the topics table.

As I see the plugin use is very limited. 'Bumped' topic is highlighted as unread in forum view only:

But it is unseen in default 'Post Feed' & 'Topic Feed' widgets and activity streams. And they are the only important places to see updates
Am I right or plugin just behaves in abnormal way on IPB 4.1.8.1?
