I imagine if this app is integrated you can, for example, create custom user titles based on the ratings they receive. Lets say, if you have received 100 laughs you can have the title to be "i am funny", if you have 10 helpfuls the title can be "most helpful member", etc. 
Take for example the iAwards application, which is integrated with Rules and can provide automatic awards based on some criteria. You can have the mentioned example to deliver awards instead of user title updates. 
Another example is group promotions, for example any member with 100 heplful ratings might be moved to custom "Expert" group, etc. Really, the possibility are endless and limited only by creativity.

It has been tested and approved by moderator before displaying on the marketplace. A site that violates the DMCA or not due to the contents. An application was made for who need it.

Yeah, so apparently it was just an installation problem. I actually had this app on the IPB 3.4.8 version, so I just upgraded it. My broser crashed during the upgrade and it showed some sort of error, so that must have affected the installation. I uninstalled it and re-installed it again, and now it works.
However, I can't figure out how to set the restrictions for which groups to use the app. Also, is it possible to poke the same member several times in a row? Because once I poke a member once and refresh the page, the poke button disappears from their profile.
