I am on the current version of the board.

I am getting problems with spammers doing the quick registration, not validating their email and having the ability to post.

Where do I set the board to REQUIRE the email validation before posting??

If you have email validation enabled in ACP -> System -> Login & Registration -> Registration. This would require it of all users before they can post or posts appear if you use Post Before Registration. If you're using any third party applications/plugins, you would want to ensure those are not interfering with normal operation of the software.
