I have a Pages page with an embedded helpdesk form.  I use that for the Contact Us page.

If a member is validating their email address and clicks the Contact Us link, they are forced back to the validate your email page.

Is that expected behavior?

Unless they sign out, yes they would always see the validation page

Hmm, that's disappointing.

How can I change the message displayed here?

Take a look at the reg_confirm_email and reg_confirm_email_desc language strings. They should let you change the message displayed in your screenshot.
