Is there a way to globally turn off the option of following members, other than in the individual preferences of each member? By group? In our use case following other members isn't really suitable. 

Sorry, there is not a global mechanism to disable follows for all users. Please feel free to leave your suggestion in our official Feature Suggestion forum for a future release.
