Is it correct there should be a "Fix This" button in the caching box of the main AdminCP page, when there are no problems with caching? Clicking on the "Fix This" button takes me to the "More Information" page with status fields all green and enabled...

If there are no immediate issues or errors with your community, you can safely ignore the "Fix This" on the Caching area of the Support Dashboard. The "Fix This" buttons were added as Call to Actions to help guide you in the event that there is an error.

There are a few things going on here that would be hard for the system to know there is a problem and thus, human intervention is required.

Why has this changed in 4.6.10? It made more sense in previous versions...

They are gonna get more confused when you tell them to fix something that doesn't need fixing.
One would think that everyone knows that a > either shows that this box is collapsed and/or you can click it to open and reveal more information. Even showing a magnifying glass would be better than "Fix This".

That button text will also overflow if there's a lot of info, or smaller screen size, showing only "Fix ..." which is even more confusing.
