In the right mode, when I enable the user's date of birth, the dates are not editable and the user can not enter her date of birth.

Im not seeing any issues when I test on my end with this, adding it on my profile. Could I confirm if its here, or if its on registration? Also, please ensure you check this on a default unaltered theme & language pack, with all 3rd party items disabled

This problem has nothing to do with 3rd party items and default theme because I created an English language and set its Text direction to right-to-left and everything good works. I guess the problem is with the language pack But I do not know exactly where

If the issue there is in a custom language pack you would need to contact the author of that language pack.

After research, I finally find that the problem is with the Local we choose. When I choose other Locals everything is Ok.

But the problem I have now is that the names of the months are in another language and I can not edit:

RTL mode and my Local is فارسی (ایران):

RTL mode and Local is English (united State):

I was totally confused. I think  Local does not support my country

Please set this up on your site and ensure we have a valid login. I can then take a look at this to see if I can see the issue
