Is there a setting within IPB or a plugin for Post Flood Control?

I am looking for a plugin that puts in a wait time per user group while posting on topics to stop spam. A lot of users just post thank you, etc and spam it through multiple topics by copy/pasting the same to increase post count and remove certain limits on the forum.

Looking for a plugin that gives me an option to do the following -
- Set a wait time between making two posts. It can be on the same topic or different.
- For example, after posting on one topic if the user tries to post on another topic it should give him an error similar to - 'This forum requires that you wait 60 seconds between posts. Please try again in 19 seconds.'
- Option to select which user groups go through this limit
