Tags system independent

Hello, I want to apply some tags for a forum specifically, but only in related forum, not apply for whole forums or website. 

Example, I want to set 5 tags (tag1, tag2, tag3, tag4, tag5) for forum A:

1. 5 tags will appear for choose in the moment of creating the topic, at least one required.

2. These 5 tags setting only for forum A. If I want to create forum B and set others 5 tags (tag6, tag7, tag8, tag9, tag10), the tags of forum A will not apply in the forum B setting.

Please anyone can share me how to do?

Or this is new idea and feedback for ips Tag system improvement?

You have to change to CLOSED tag system and edit the forums to add specific tags for that forum.
