restricted section?

We have a section of our forum that has been set with "Users can see topics posted by other users". Is there a way to create a sticky post that is visible and readable to all while keeping all other posts under the above topic post restriction? Intent: we would like to be able to put readable sticky post with guidance in it regarding how to use the area of the portal. I know its a long shot but had to ask.

You can use the forum rules option to show forum-specific instructions in the forum listing view.

Or you could use an announcement targeted to that section only.
