How can i disable that guest create invoices?

They should be able to see the subs but not creating a invoice.

Is that for Commerce?

If yes, click in the Commerce app on the lock next to "Billing and Purchases" and deselect guests and save.

If you mean something else I gues you have to be a bit more clear which app you are using.
