When I view online users on our forum - it has a box to the side for Newsletter

How do I remove this? i couldn't find it anywhere in the admin cp to turn off

The Newsletter Signup is a block and can be managed via the block manager on that page: https://invisioncommunity.com/4guides/how-to-use-ips-community-suite/first-steps/using-the-block-manager-r309/

I tried to go in and remove the newsletter block, but when I looked at the list of blocks it didn't actual list any. I can see where i can add a new newsletter block, but not how to get it to remove that message on the online list?

Not sure what “list” you are referring to. You remove it directly from the page(s) itself. You hit the “x” and it’s removed.
