User Registration Question

On registration, is it possible to ask the user qualifying questions and notify the admin with the answers for review?

In other words, I want them to enter the required information - username, password, email, and security question.. but I also want to ask them why they want to join.

No. The only thing you can do is require admin approval for new members then review every registration.
