App showing as restrictable when it isn't

This app has no ACP restrictions:

(thus no acprestrictions.json too).

It has only a MemberForm extension (that's why it has no ACP restricition; it will use the acp member_edit profile) but it appears as an option in the Administrators ACP area:

Should I report as a bug?

That simply makes no sense. A hook here is a workaround. If I even haven't modules, why would I want to have the app appearing in the Restrictions?

well, you've got to remember the code was done for their needs at the time. There are several issues I have run into that would be a lot harder to get around.
