It has only a MemberForm extension (that's why it has no ACP restricition; it will use the acp member_edit profile) but it appears as an option in the Administrators ACP area: This is, of course, confusing the user: https://invisioncommunity.com/forums/topic/432267-ban-members-from-forums/?do=findComment&comment=2749762 Should I report as a bug?
bfarber Posted June 25, 2018 Posted June 25, 2018 All applications automatically add to the AdminCP restrictions. If this was truly undesirable you'd have to add a hook to stop that and automatically grant access.

If I even haven't modules, why would I want to have the app appearing in the Restrictions?

There are several issues I have run into that would be a lot harder to get around.
