Permission tweeks for collecting answers of contents / quest

I will be asking a question and want members to write answers say in forums or blog comments  ...

Members can read their answer ..cannot edit one posted 

but cannot see answers post by others

later I can open for them

This will help me to get answers from participants on a specif question without others letting the answers

You can try Application Forms by @Fosters or Forms by @Mike John

Each form will be your question.  This will publish answers to a forum topic that's in a special moderator-only permission.  When you're ready, you can move the topic to a public forum.

each form response will be a new topic or reply in the topic

You'll need to check with the app developers but I think each one will be a new topic.
