While in mobile view there is no way for a member to start a club. Is there a toggle somewhere that I have disabled this capability?

The button should just show below the clubs, where all sidebar content appears. At least in the default template. 

Ah, I see it. Too many clubs. Is there a way to move some of those items to be at the top of the page?
