Create Ultimate Profile Plugin

Hi, recently a lot of my forum members came up to me with one question, "Can I design my profile like I did with our old forums?" Our old forums is in reference to Simple Machine Forums. There was a plugin that allowed users to customize the look and feel of their profile page through a HTML/CSS block.

Users were able to fully customize their profile, from changing the background, to using CSS and hiding elements using classes and creating their own looks.

I know that there are already plugins available for backgrounds, songs and extra fields on profiles, but that isn't what I'm looking for. If a dev wants to pick this project up I'd be very thankful and so would my community. I'd be happy to talk payment solutions for it to be a private plugin.
