Where is the navigation menu for next or previous records

I have created  database and start adding record -

if i m on record 3 .....  how to move to record 4 ?   or record 2....

You can’t. There is no such feature in the software.

Really? How would you go to the “next topic” from here? There can be “next unread”, which is something different. THAT feature is available and turned on by default for Pages database records as well.

I think he's referring to pagination - just a guess on my part.

I have a book (Epic) of 488 pages ...

and when some 1 is on page 1 will like to go on second page  

Second may go back to 1 or to next page 3
