How to create a user group to insert tags into all topics?

Hello Guys,

I'm inviting some users to insert tags into all topics with relevant content in my forum, how can I give this permission to them without making them forum administrators?

Setting them up as Moderators, ACP -> Members -> Staff -> Moderators, and giving them permission to edit the topic will allow them to edit the tags. Keep in mind that they will be able to edit any topic/post so ensure you're entrusting users you want with this permission.
