Send notifications with plugin

I'm working on some very basic plugins - the current one allows a certain usergroup to promote new members out of a moderated usergroup into the normal unmoderated group. 

I'd like to be sending out notifications when this happens. However, the documentation for plugins doesn't refer to notifications. Can I send notifications out with a code hook extending existing notification classes? What's the best way to do this? I can see applications can send notifications out, but I've only just started looking at plugins...

Why not convert this plugin into an app and easily add these notifications?

If that's what I have to do, I will. But is it possible with a plugin, and are there any advantages to doing it as an app?

You can do with plugin. I have a couple that does it but you would still need to upload those files. So you won’t be able to submit to marketplace if you’re willing to.

There are no limitations like that, as far as I know. You can ask users to manually upload some files, or even write a script to create them automatically from Heredoc.

Got it done as an application - took way longer than it should have, but I'm getting there! About to post my next question, thanks for your help.
