hi, I want to know how IPB 4.1/4.2 now handle non-latin charaters in urls? does it make them turn to latin characters like ę/ė -> e as in 3.4.x days or leaves them as they are?

It leaves them as they are. This plugin can help you :) By default there is no converter for lithuanian letters, but you can add them manually.
