Can the new group promo do this:

Promote Top contributors (first 3 for example) from group/subgroup A to B. The promoted members stay in the group B for a certain time, then, if they are not among the top 3 contributors, they are moved back to group A

1.  What do you mean by "Top contributors?  What is the specific criteria?

For example, top 3 in highest reputation in last week?  

2.  Probably not.  The membergroup promotions are better than what they were before, but not comprehensive.  

The closest criteria would be "Member of the Day"

3.  There's no way to have built-in criteria to remove a group promotion.  

 

You're going to need to use Group Promotion in conjunction with another app such as Automation Rules by @Kevin Carwile to achieve whaty ou want.
