On AdminCP, it is possible to set the number of message per page for a topic

But is it possible to set the number of topics per page for a forum (for all forums) ?

There's a setting for this direct under the posts per page setting.

I think that's in 17, not available for us mere mortals yet.

No, it was introduced in 4.1.16
