looking for a good host

Hi,

Can you tell me who is the best host with around 30 active users at a time.

-Must be managed
-The site/forum have a good number of apps/addons
-Currently I am on a small vps but it has gotten slow
-budget is $30-50/month

He asked for a full managed server. Paying 45$, he will only have 5$ for a sysadmin. Not compatible. 

With that kind of money and everything managed, he can go with ips cloud for 30$ with all apps included.

managed server (dedicated) with 30-50 $ is not possible at this budget -  if he like he can try IPS cloud maybe with this budget - with the active user together it should work
