Cron jobs and automatic with traffic background tasks

So I've got small forum going, and I'm trying to set it up to be s little faster as I'm on a cheap shared host.

I wanted to set up a cron job, but my host only allows 15 minutes minimum for cron jobs, where ips says it should be run per minute, can I set my cron to 15 minutes AND use automatic with traffic, right now there we have very few members and it quite frequently goes an hour+ with no members on the site, would this help/be possible to use both options?

why not use webcron? https://www.easycron.com/user/register

its the 3rd option under advanced configuration.

Because their free option has a 10 minute delay between crons, and if I were to pay money id rather spend it on a higher hosting package, but at the moment it's not needed so I'm trying not to pay for more services ?

so would be beneficial then to find a host that will support 1 minute crons.

Okay, so let me ask another question, what are some of the things these background processes handle? 

Just as a hypothetical question, lets say I only had the cron job running once per hour, with no automatic with traffic, what would happen to my board? What would be missing or messed up from doing this?

This will help me understand what is going on better, thanks!

Take a look at ACP -> System -> (Settings) Advanced Configuration, and then click on the 'View tasks' link to see the tasks that run on schedules. It is all of those listed that are processed by either a cron run or activity on the board.

Being honest - if you only have a small board then every 15 minutes (as you mentioned in the first post) would more than meet your needs.
