Date format and relative time

Hi,

Is there a way to configure the date format in the forum application ? (or in all apps)
And is there a way to disable relative time formating ?

This was possible in IPS 3 series

Open control panel, write "date format" in the search field and clic the result

But this search doesn't return anything
