It uses TinyChat for video, which is free, although the quality is not as good as say Skype. The chat feature itself works pretty good, although, after looking at AV Chat, I am not sure Arrow Chat will really fit your needs as AV Chat looks to be primarily video, well Arrow Chat is primarily text with video available. Im using tinychat now but i get a lot of trolls with vpns hence why i needed the integration kits. requiring an account makes it much less hassle to mod.
