Can not install IPB v4

Hi guys, 

For the past two weeks i've been attempting to install IPB 4, but after I've put in the database details and my username and password that I want to have I just end up in a redirect loop?
Any idea? I've never had an issue like this before and it's wrecking my head?!

I mean, the root, where is the file conf_global.php

I did this, it didn't do anything and it was empty anyway...

Try to install any script from your directory. For example WordPress.

Your domain doesn't appear to be working.

 

Is this site open to the net?

Can you try not to install it under a sub .. only under jrnetwork.net or www.jrnetwork.net ..

I'm trying to install it so I can develop with it, I've never had to do this on a root directory before. I can't install it over my existing live website.

There got to be a network or DNS server issue. I pinged the domain and this is the results.

What is your IP Address? Chances are the firewall may have blocked you?

My server is working fine, check it on a proxy. I'm running a dedicated server and I haven't had it go down in quite a while... I'm not stupid, I would know if my server was offline, the only problem I have is installing the new version of IPB.
