Where are these settings set for moderators?

I don t understand, I went into the moderators settings and I don t understand where these settings are locked

My moderators are ALL receiving emails when another moderator posts a calendar event or makes a mistake

Why doesn t the admin panel enable overide by the admin on that page? This is a moderator's preferences

I really really need to be able as an admin to be able to modify these without having to hunt down where those are set individually
